Golf Cart Registration

Effective October 1, 2010, golf carts are permitted on most streets in Dallas, as long as they comply with the conditions specified in the ordinance.
Golf carts must be registered with the Dallas Police Department and must receive an annual registration permit.  Proof of insurance is required for such a permit.
To obtain a permit, call the Dallas Police Department at (704) 922-3131 to schedule an inspection.  The Chief of Police, or his or her designee will conduct an inspection to determine the issuance of a permit.

Cart Requirements

In order to be driven on a street, a golf cart must have:
Must display a valid registration sticker issued by the Town Police Department (§74.04).
Must have manufacturer-installed basic equipment, including a Vehicle Identification Number (VIN).
Must be equipped with:
Rear vision mirror
Rear reflectors
Headlights and taillights if operated after sunset or before sunrise (must be visible from 500 feet).
If no brake lights or turn signals, hand signals must be used.
Must maintain liability insurance with a minimum $150,000 coverage, and proof must be carried during operation.

Speed Limit

Golf carts will be allowed on streets with a posted speed limit of 35 miles per hour (mph) or less, although golf carts cannot be driven over 20 mph on these streets.

Traffic Laws

Must follow all state and local traffic laws, including DUI and open container laws. Golf carts must be operated to the extreme right of the paved roadway, must adhere to all traffic flow patterns, and must yield to all vehicle, bicycle and pedestrian traffic. Golf carts cannot be used on public roads between sunset and sunrise without proper headlights and taillights visible from 500 feet.

Driver must have a valid driver’s license.
Can use bicycle and pedestrian lanes without blocking traffic.
Cannot drive on sidewalks.
Cannot operate in a negligent, careless, or reckless manner.
Passengers must be properly seated — no standing/riding in areas designed for golf bags.
Cannot transport riders negligently.
No commercial or livery use.
Must comply with closures for parades, special events, or construction.

Streets Not Allowed

Golf carts are not allowed on any of the following streets, except to cross them at a street intersection:
Any street with a speed limit posted over 35 miles per hour.
Not permitted on or alongside NC 279 (Trade Street).
Allowed only on public streets and roads with a posted speed limit of 35 mph or less.
Cannot drive on private or public property without owner permission.

Violations

If a driver breaks general traffic laws (like speeding, reckless driving, etc.), they are subject to the same penalties as drivers of regular motor vehicles under state law. Operating a golf cart under the influence of an impairing substance (i.e., alcohol or drugs) is a state law violation, not just a local ordinance violation — and it carries state-level criminal penalties.
Violations may result in a $50 fine, court costs, attorney fees, or loss of privileges.
